Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are conducted: positive announcements are released from multiple capitals. Significant resources is allocated on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor rocket firings from Russian territory, a capability enabled by current data. From witness perspectives, military aircraft that had been dispatched to counter approaching cruise missiles flew past – sophisticated military planes supplied to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, most likely supplied through Western nations. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: possibly the approaching threat won't hit its mark this time, sparing the city from ruin and further power outages.
Persistent Threats
Not long after, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a defensive team – most likely Western-made equipment. Sadly, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.
Intermittently, this carried on until dawn. Kyiv awoke to the morning news: several casualties, damage and utility failures in many homes as a result of the evening attack. As customarily, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's critical military reliance on international aid – a reliance that European nations are clearly incapable to fill in the short term.
Ineffective Peace Efforts
The detailed framework from American leadership sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new initiative from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually secure success. This pattern will, no doubt, continue.
Political Considerations
It is convenient to criticize certain parties of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a assumption familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House assumes that it is unrealistic to compel Moscow to relinquish the areas that it currently occupies in Ukraine's occupied territories.
The issue is that while accepting these circumstances, American administration does minimal to discourage Russia, through words or deeds, from believing that the current condition will not evolve additionally in its favour in the coming year.
Opposing Positions
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains supremely confident in the result.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but averting a total frontline collapse until situations evolve in its benefit.
Current Realities
Objectively, there are no actual prerequisites for a ceasefire. Now, individual motivations are becoming relevant: political desires to mediate resolution and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not move to internal issues. And although their task will now be much harder after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Conclusion and Outlook
It took a just a single week to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all did their job.
While new plans based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, mainly require ongoing international assistance.
